Prior to his gubernatorial appointment, Melvin D. Carter served as Deputy Fire Chief of Operations for the City of Richmond’s Department of Fire and Emergency Services. Melvin is a native of Richmond, VA and brings the knowledge and personal experience regarding the Fire Service within the Commonwealth of Virginia to his new position. He is a veteran of the U.S. Marine Corps and the Virginia Air National Guard. In the role as Deputy Fire Chief of Operations, he was responsible for leadership and management of more than 360 personnel with an annual budget of 33.8 million dollars. He provided technical and administrative leadership to the operations of the fire department. This includes emergency medical and technical rescue operations, training activities and directed annual fire company based community risk reduction efforts.
Chief Carter began his fire service career by serving as a volunteer firefighter for two years in the County of Henrico Division of Fire. This volunteer experience prepared him for his first professional firefighter opportunity in the City of Petersburg. Chief Carter ascended up the career ladder after being hired by the Richmond Fire Department in 1987. He has held key administrative positions such as Assistant Fire Marshal, Deputy Fire Marshal, Deputy Emergency Manager, Battalion Chief and Shift Commander.
Chief Carter retired from Richmond Fire and Emergency Services after more than 26 years on May 1st, 2014; he currently serves as the Director of Virginia Department of Fire Programs.
